When the iPhone 13 launched, it actually felt rather underwhelming. While it did come with some new features like macro mode for the camera, an streamlined chipset, for the utmost part the upgrades felt borderline at most. Those coming from bias like the iPhone 12 presumably had little to no reason to upgrade.
